Is there currently anyway to add user controls to templates? My first guess is no, but was not sure if anyone else has played around with the idea. If not would this be of use to anyone else, and should I post it to the feedback center to be voted on?

Not at the moment, what would you need an ascx file for, a custom form for example?

In general it could be used to hook into a variety of things I would imagine.

The idea came from wanting to use the property agent system for product management and being able to add the listings to a shopping cart. A custom control could be used as an add to cart button that would be able to extract listing details to be added to the cart item.

Hmm, taking the idea of skin objects from skinning, I'm sure we could make something that would allow add-ons to be developed, and these add-ons installed and referenced via tokens?

Sounds perfect to me,  and for that matter if it would be easier to use the dnn skinobjects instead of recreating the subsystem that would work out great as far as I am concerned. Skinobjects are very easy to create and install, and would allow enough of a hook to really make the module extensible.

Likewise, it would be nice to be able to use a ASCX file instead of HTML so that logic could be included. Course it could get complicated...

They could function similar to skinobjects, as everything occurs in initialization.

I posted this in the Property Agent Feedback center, please vote for it if you think it would be useful.
