I'd like to know if this can be done with your subscription tools?

My client's site is used by real-estate professionals to view property sales.  Customers need to be able to select a region/state or multiple regions/states to subscribe to.

For example,

Customer "A" wants to subscribe to the data for the following states:  Georgia, Florida
Customer "B" wants to subscribe to the data for the following states:  Georgia, Florida, Alabama
Customer "C" wants to subscribe to the data for the following states:  All 50 States.

I need to give the customer the option to select the states that they'd like to view data for, then process the purchase of the subscription using PayPal.  We need the subscriptions to be put in a "cart" and then processed all at once.  Is this possible?

Also, we would like to offer the service subscriptions by the month or by the hour.  Is it possible to expire a subscription in an hour?

I'm not sure about the cart feature yet (I hadn't planned that). Basically you choose your level of subscription and then click subscribe/process payment. Although I see where a cart is useful.

I'm not sure about by the hour, I need to check the type stored by the role expiry, but I would think it would be OK.

It's probably a little too early to answer some of the more advanced questions atm. I finish my current job thursday week, so after that I expect to see things really move.

I personally like the cart feature as well.  What are you going to do about upgrades between subscription levels?  For example, a user pays $x for a bronze subscription which lasts for a year.  In a month they decide they want the benefits of a silver member.  The Silver membership is $xx per year.  Do they get a subscription from the time they started at bronze for a year at the silver level minus the bronze?  Or, do they lose the benefits of paying for the bronze?

It depends on the type of subscriptions. On this site, there is no difference between silver and gold except for time limits. So if they were to do it here, they still get the silver membership until it expires and then the gold kicks off when it expires.

In the scenario you talked about, I think there maybe some manual intervention, an instant upgrade to silver and a partial refund (for unused months) on bronze. This would have to be done manually though.
