I have installed Dot Net Nuke V4.8.3.

I have managed to install the property modules.  When I try to configure the module and I am logged in as a super user, there is no options available to import a new template.

When I am logged in as a Administrator I have the options available to configure the module.

I've seen this happen on one other install, but can't remember how they fixed it.

I assume your logged in as a super user and have the edit radio button selected in the upper left hand corner of the page?

Is your site online so I can take a look? (support@ventrian.com)

I installed Dot Net Nuke V4.6.  Installed the module and upgraded to v4.8.  Solved the problem.
