I have uploaded the DLL and made the change to the web.config file. However as you can see the URL remain "un"friendly. This site has been upgraded since the early 4.x versions of DNN up to 4.5.1. I installed it on a different site that was installed as 4.5 then upgraded to 4.5.1 with no problems.
Has anyone run into this situation and found a fix?

problem solved. i pushed the web config into the bin on accident.
