I've setup Subscription Tools successfully on a child portal, however the invoice email that goes out uses the name and email address of the parent portal. Is this behavior as designed or a bug? If it's as designed, I would like to request that child portal invoices use the portal name and email address of the child and not the parent.

Check which account has been set as the portal administrator in Admin, Site Settings. Then go and inspect the details of that account. That should be the one that is used as the sender. Rob
