How can I do this on Subscription Tools?

The Registration is FREE.

But when Subscribing,

One off sign-up fee (for each) – US$24.95

Silver Package – Monthly Fee- US$19.95
Gold Package – Monthly Fee – US$29.95
Platinum Package – Annual Fee US$199.95

Example: When someone subscribes for a Silver Package,
he will be charged 44.90 (24.95+19.95), and then the following monthly charge should be 19.95 Only.

Here is how I do this.... (This is where categories would be helpful ;))

I create a plan for the onetime fee, when the user pays the fee they are added to the role of "Subscribers"

Then, same page another module hidden to everyone but subscribers create your subsciption plans. This requires the user top pay the "Base" before they can choose a "Plan"
