Hi, I am trying to change the border color (black) of the Ratings as well as comments from the Default Template. I can't for the life of me figure out where to change it, I looked in the css as well as the default template files and can't find it. Can you please help! Thanks!

It's the comment template you have to build in the layout files. You can pass your CSS version. :)

I guess I am a little confused. On this page: http://social.encap.net/BeGreen/Articles/tabid/74/articleType/ArticleView/articleId/3/Yellow-Red-or-Pink-Rose-Gardening.aspx I want to change the border color or remove it. I need to do that by doing what you posted above?

No, I mixed with the property agent.
in the newsarticles you also have in the admin options/template, look for the comments html. what you see might be cell padding, not borders, but I'm not familiar with that template.

Just a note on posting code, I'm just packaging up a new text editor that will allow you to post code easier.

Avi is correct though, you want to look at the comment templates.
