I know how I can change the template for the Latest Articles when I go to the module settings. But I want to write a template which is then used by the module. Is that possible?

At this point, I don't think there is any other way besides module settings. One thing you can do is create a module.css file in the "latestarticles" directory and you will have some control over the css output.

If you go to view options of "latest articles", there is a template section that allows you to change the layout.
