I'm not sure exactly how the content rotator is supposed to work, but the show only once was working like this. It would show the content one time only per instance. So if I had something on the page it would show initially and then if I reloaded the page it was gone. However, if I loaded another web browser and then viewed the page, the "Show Once Only" content appeared again.

I *fixed* this problem by setting the cookie expiration to 3 years into the future. But I also added some other enhancements. If you edit the content that was to be shown only once, even if a user saw the content, it will show again.
