One suggestion would be have an option that when checked , the content of higher importance would be shown more often. Alternatively, if Higher Importance is checked, it shows the item or items first until they have all important items have been seen and then goes to a random format. I am not sure which option would be easier to add.

How about creating the scenario of showing content ? Let's say: content No.1 ->1st, 3rd, and 7th; content No.2 ->2nd, 4th, 8th; content No.3 -> 5th, . . . Get the picture ?

Probably a weighting system would be better, in that you would assign a number between 1-10, the higher the number, the more chance in the random algorithm to be displayed?

How hard would it be to rethink the approach on this module? Instead of having a place for content at each Role assignment, how about adding rules to content. Then allow for as much content as need and a rule assigned to each. Then allow for order of the rules and process the rules in order. Much like Outlook processes email rules. Then support the following logic. IF, NOT, THEN, and ELSE would always be the next rule. IF role1 AND NOT role2 THEN content ELSE .

After ELSE it goes to the next rule. If no next rule then default content.

I think the content rules are a great idea - I would also like to keep priority simple, probably a high, medium or low just like outlook.
