Add Web Services to Send/Read Messages from other systems

Details:	A simple web service is needs so you can add modules to IM/Outlook/Custom system that allow other systems to submit messages (and have the PM email notification trigger if defined). This also allows other module developers to integrate with the PM module - a fixed method call would also be nice so the web service would be unnecessary which interacting directly from within DNN. In addition to the above you could also have an RSS feed from the PM module...
